fix: regenerate ICO with all standard Windows icon sizes

The ICO only contained 4 sizes (16, 32, 48, 256) causing blurry
desktop shortcut and taskbar icons on Windows 11 with display scaling.
Regenerated from the 512x512 source with 9 sizes (16, 20, 24, 32, 40,
48, 64, 128, 256) using LANCZOS resampling.
