fix: complete release workflow with GitHub releases and binaries

- Add publish script to trigger changesets release flow
- Configure @changesets/changelog-github for better release notes
- Update workflow to create GitHub releases with proper versioning
- Add version output to pass from changesets to tauri build
- Tauri builds will upload MSI, DEB, DMG, AppImage to releases
- Include changeset documenting the fix
