feat: add Linux APT repository and install infrastructure

- Add update-apt-repo job to release workflow (syncs .deb to R2 via reprepro)
- Add reprepro config for self-hosted APT repo at apt.mcpmux.com
- Add Linux install section to README (curl installer, APT, RPM, AUR, AppImage)
